[registrars] ballot vote

We are experiencing extremely low voter turnout for the bylaws ballot.

Registrars need to express their wishes on the by-laws, which ICANN
requires us to have in place before Montreál.

Please vote today at https://www.boardrooms.org/apps/org/workgroup/registrars/ballot.php?id=49&vr=1&ew=0

failure to vote is the not the same as abstaining, those that don't vote
will be publicly acknowledged.
