Elliot,

I had a 501(c)(6) formed for EPP. There was insufficient interest at the
time (12/01) in a reference implementation (moot now anyway), so that was
not the "right" organizing principle for a Trade Association.

An ICANN Constituency can act within the ICANN <mumble> sets of constraints.

A 501(c)(6) can sell tee-shirts should it so choose, and admit web hosters
or dns providers or firms-that-specialize-in-whois:43, or ... .

I'll dig up the papers.
