[registrars] Fw: [ga] State of Task Forces: WHOIS, Transfers, UDRP

An excellent summary of the current state of the task forces from the GA.

I will be supplementing the Transfers specific details this evening after a
planning call this afternoon which will provide me with a few more details.
It is likely that these timelines and details will effect the constituencies
capability to implement the proposed ballots if they are adopted.

Questions, as always, are welcomed.
