[registrars] Proxy Voting during Shanghai

I have been asked by several members about proxy voting. In accordance with
section IV.2 of our by-laws, a constituency member can assign his vote via
proxy. For those interested in such an arrangement please provide me and Tim
a email with who the designate proxy is and on what matters they can vote
on.
