[registrars] Vote-Bot Request

One of the biggest things we need moving forward is a reliable way to hold
votes on issues in a timely manner. Although we have used the votebot in the
past, there have been complications regarding people voting from home email
accounts bounced messages etc.

Does anyone know of a reliable online voting solution (email and web based)
so that we can move forward quickly on resolving certain issues.
