All,
Current Verisign's policy on domain cancellations will force a registrar
like us to adopt the bad practice. We registrars all suffer some monetary
losses from time to time due to credit card frauds. Those criminals tend to
go to the extreme, 10 years registration. Verisign refused to refund us the
remaining 9 years' fee (I figured paying one year is fair)  when we
discovered the fraud and then deleted the domain name two weeks after the
registration.
