[registrars] Service agreement for WLS - We need that now

We see from our reading of the WLS proposal that Verisign will be requiring a 
service agreement, separate from our existing agreement in force.  We believe 
that we can not properly evaluate this proposal (nor can any other registrar) 
without seeing this agreement.  Let's face it; the devil is in the details, and 
that agreement is the details.

If Verisign needs comments by Friday, then this agreement should have been  
provided to all of us with the proposal.  I ask the list and DNSO members to 
join me in requesting this document be provided immediatly.
