[registrars] Voting Timeline

The first ballot will go out 12/11 at 17:00 PST (12/12 00:00 GMT), the
second 12/15 17:00, final 12/17 17:00 and the vote closes 12/19 16:59 PST
(12/19 23:59 GMT).

The results will then be sent to the Executive Committee for verification
and will take approximately 24 hours. Voting results will be made public via
the list and the web site there after.
