Without commenting on the specifics David, the Gaining Registrar is
obligated to provide a confirmation of authorization to the Losing Registrar
upon request. This is, as far as my interpretation goes, an unqualified
obligation - ie, non-negotiable, it must be provided by the Gaining
Registrar.

If you feel that a registrar is not living up to their obligations under the
contract and can show specific instances of behavior that support your
conclusion, it is advised that you a) formally notify the registrar of your
concern and provide a clear indication of what your expectations are (as far
as correcting the alleged breach goes) and if this proves unsuccessful, b)
formally provide Verisign Registry with a clear outline of the problem and
what you expect them to do. Both notices should be cc'ed to DanH in order
that the situation is well-documented.
