There is a clause in the Verisign Registry-Registrar agreement which states
that if a losing Regsitrar rejects a request for transfer of domain they
must send an email to the gaining registrar with a reason as to why they
denied the request.

I believe noone except netsol sends an email out to any registrar for this
purpose.

we are building our systems to do this and was wondering if the contact
details in the ICANN list of approved registrars would be the best bet for
using contact information.
