A further update on the deletes topic.

Ross Rader and myself have been working to try to combine two of the
proposals discussed at the ICANN deletes meeting in Montevideo.

Progress has been slowed by the efforts by Ross on the Transfers document,
and by other recent events.

A combined paper should be expected shortly.
