[registrars] Statement of Best Transfer Practices Drafting Group Update




Registrars,

Register.com and Tucows with assistance from members of the Executive
Committee have had two very productive conference calls concerning Registrar
Transfer Practices. The following is a brief interim report detailing the
salient aspects of our progress thus far.

1. Agreement has been reached that minimum standards of gaining registrar
transfer verification practices and data retention practices need to be more
thoroughly detailed.

2. Agreement has been reached that Losing Registrar Redress and Dispute
needs to be specified as an additional process to the existing IRDX draft.

3. A working draft concerning registrar transfer practices that supports the
consensus of the Registrar Constituency as outlined in the 08/24/01 telecon
is being finalized and will be circulated shortly to the drafting team for
further refinement.

4. The preliminary principles to support the Losing Registrar Redress and
Dispute processes have been specified.

Movement is being made towards the final document. While we do not have a
final date for delivery to the Registrars Constituency for review and
commentary, all parties are working on an accelerated timeline in
recognition of the upcoming ICANN meeting. With the primary understanding
and agreement in place, it appears that we have our work cut out for us.
