Dear Michael:  I think the ICANN requirement to keep data current in 
incumbent upon the registrant, not the registrar.  Perhaps I have 
misinterpreted your intent.  Are you saying that some registrar may have 
accepted this responsibility and thereby created the tort?  Regards, BobC
