[registrars] Teleconference

There will be a registrar constituency teleconference this Friday to discuss
the Xfer issue. Based upon some of the emails that I have been receiving
this is a growing problem that needs to be addressed quickly.

I will ask Dan Halloran to attend this meeting for the purposes of answering
questions about the different options available to the constituency under
the ICANN by-laws. As the registrar liaison it is not his job to advocate
any specific position, but to answer question about process.

Unless there is public outcry against it, I would like to host this call at
9AM EDT (New York Times) this Friday.
