[registrars] Meeting Update

The room that the Registrars are scheduled to use in the morning, is
occupied in the afternoon. There appears to be scheduling problems finding a
room that can hold us size wise. To date I have only had two requests to
shift the meeting. Unless there is a pressing demand, my preference would be
to leave the meeting in the morning as originally scheduled.
