[registrars] Registrar Constituency Letter - Final Copy

Here is the final draft letter that was sent. The registrar list serv went
down late this afternoon, so I had to send draft copies to a number of
people. I have tried to incorporate most of the recommendations that I
received. Thanks for everyone's collective input.

I will keep everyone informed of any responses that are received.

Attached please find a letter listing certain concerns that the registrar
constituency has regarding the current NeuLevel registry contract. Although
we are pleased to learn that meaningful progress has been made in your
discussions with members of the constituency, the constituency would like to
receive written clarification that our interests will be protected and
properly memorialized in the final documents.

Thank you again for your prompt attention to these issues over the past
week, and we look forward to having a constructive relationship with your
company in the future.
