[registrars] Proposed Friday Teleconference

I have tentatively scheduled a teleconference for Friday afternoon at 1PM.
Topics of discussion: update on Friday morning's budget teleconference;
review of the proposed by-law amendments; ICANN proposed changes on the per
TLD registry fee for registrars; nomination & voting timeline for new
officers; and discussion of concerns raised by registrars about the
NeuLevel's .BIZ application.
