[nc-whois] DRAFT issues report on additional accuracy issues
Here is a first cut at the issues report I was assigned. I do not know if it is in the right format or has the desired content but at least it is a starting point. In reviewing the Policy Report, I did not see any issues regarding bulk access that were tagged for future work. I recall our discussing development of a list of categories of legitimate bulk access users, but I am not sure we identified this specifically in the report -- or I missed it. If this is something we wish to recommend it would probably make sense to add it to the attached document along with the appropriate reference to something in the Policy Report. But I figured I would send this along prior to our call rather than take the time to do this. In any event perhaps we can discuss this today.
