There was a very long discussion on this issue at the gTLD Constituency call
yesterday, and there is tremendous interest from the Constituency on both
the Transfers and the WHOIS task force work products -- much of it very
positive.

The single biggest problem that the Constituency has, though, is a severe
lack of time to review two large documents with a number of proposals and
recommendations in them, with significant impact on both the business of the
registries, as well as their customer base, including registrars and other
intermediaries.  The Constituency members are now in the process of
reviewing the documents, but there is insufficient time to complete the
document review and provide responses on behalf of their organizations.

As a result, the Constituency believes that it will be unable to provide a
fully researched and well-considered opinions due to the short response
time-frame provided - therefore, it would be premature to have a NC decision
on Dec 14 without being fully briefed by the Constituency.
