[nc-whois] conf call and progress


Dear all.

for one i have no clue as to at what time and what number we are to
convene tomorrow for a tel.conf.

this is the second time in one week not to mention the fact that the
operator has a hard time dialing my mobile, which unfortunately my
clients do not have.
and no, i am not "busy" when they call me, the thing has 2 lines!

Now despite all that and my sunny disposition, i still feel somewhat
"shouved in a corner".

Finally, today, the transcripts of the 13-11 tel conf was passed on, it
was interesting to say the least, since that was the first time i could
get knowledge of anything "shanghai".

I do realize that when the new by-laws are accepted, the tf as it is now
known will seize to exist and be replaced by members more fitting it's
importance, but until that happens i would like to take my
responsibility and contribute.

It saddens me of course that while i posted several lengthy pieces to
the tf i only get a few private reactions.

It also saddens me to see us working so hard on questions raised, not by
ourselves, but raised anyway, that are not really questions.
accuracy is a rather weird topic, and when hearing and reading about it
i get the idea we have all forgotten or do not know how to register a
domain.

far be it from me to say wether the discussion is part of whois
problems, but for what i remember, and as a reseller i do a domain now
and then, and i own a few so i might have some idea, when someone buys a
domain of me, they have to pay for that domain.
the payment on the internet, except when a credit-relation has been
established, is mostly handled by credit card.
One way to prevent fraud and be eligible for non-charge-back is to
deliver the goodies at the address which equals the address on the cc.

For those who do not follow completely what i mean; once you submit the
cc data, you have filled in the owner-data.

of course a "email-address" is not part of the cc data, however, some
tests are done to at least gain some sense of accuracy; is the ip
consistent with the email address and given card address?

trust me, whatever anyone else tells, even i as a penny enty domain
reseller use these methods so bigger companies (read registrars) will
most certainly do this

we are until now avoiding the topic of re-sellers, but it is VERY
important to ascertain validity of the whois data. so i suggest we look
careful before we finalize our next intermediate report.

where registrars without re-sellers are concerned:

according to their agreement with ICANN and the registry they are
already paid for the domain, henceforth they SHOULD have accurate data
on the domain.

is that is a correct conclusion, then the registrars hold more keys then
their comments on our previous interim, report suggest.

since i am convinced that this is correct i refer from here on to my
earlier documents submitted concerning the rfc and the enforcement to
provide that data, in the form as requested by those rfc's, since once
one looks at the above and those documents the conclusion can't be that
hard.


as for bulk access: i still fail to see why anyone or any agency should
have more rights then any other nad am all for abolishing the bulk
access completely, and though i know this is a policy change, i am also
convinced that many if not all registrars would welcome that, most
certainly those representing the majority of domains "in the market".

As for the comments of Thomson & Thomson: if one writes <quote>
"critical to the maintenance and health of the nation's legal,
commercial and intellectual property systems"</quote> then one somehow
did not understand that the internet goes beyond "the nation's" borders.

and yes, whois is part of a cross-border policy.

I would appreciate feedback and a time and numbers for the call.
