RE: [nc-whois] cleaned up chapter II

Kristy et al, 

In the attached I have cleaned up the text of chapter II (as posted in the
6/19 version) by (1) eliminating the struck through text, (2)  eliminating
the italicized text left over from Ghana, which we had agreed to eliminate
throughout, (3) accepting Thomas' reformulation (circulated 6/13/02) of the
discussion of question 9 results.  

I wonder what is the status of the redrafted recommendations section which
Thomas circulated a couple of days ago and which Hakikur subsequently
supported.  I hope we can agree to insert this in the master text.
