[nc-whois] changes to submitted information; first maneuver critique

Please find attached a table with changes I had to make to the  
results submitted.  Note that this only covers formatting problems  
and obvious mistakes, plus the governmental responses I looked at.  
The last column contains the yes/no part of question 10; I used this 
as a consistency check which flagged a number of problematic cases,  
and also demonstrated that there was a lack of input validation with 
the web form used for the survey.

I'd guess that we should expect an error margin of a couple % due to 
basketing-related snafus.  

Just to give one example, in a few cases someone just confused the  
columns.  I can only _hope_ that the confusion was limited to the  
cases I spotted.  I'm not sure, though, and I don't have the time  
and ressources to check everything which was submitted.

That is, to a certain extent, we'll have to say: "Here's what we  
have come up with; we know we have made errors; we know we could  
have done 8.* better (the baskets there are indeed insufficient);  
but we didn't have more time.  If you want better results, here are  
the raw data."



Finally, some rants.

1. The problems with the 8.* baskets were entirely unnecessary: We  
had set up the time line in a way which was supposed to make it  
possible to adjust the baskets in the middle of the work period.   
We even had a conference call then, which was set up with the sole  
purpose to fix the baskets.  This opportunity was not used by the  
task force's members.


2. Those who contributed to the basketing are Hakikur, Karen,  
Kristy, Marilyn, Oscar, Sarah, Steve, Tony, Troy.  Thanks a lot to  
you folks.  Special credits go to Tony (who delivered first), and to 
Karen (who delivered most).

Miriam promised to deliver, but left her employer and the task  
force. Ram had, to the best of my knowledge, also planned to  
contribute.
