[nc-transfer] Idea re: Enforcement

I've been working through the next steps of our effort in my head and it
strikes me that this idea has some merit.

If handled appropriately, it would allow us to make a policy
recommendation and then work through the finer points of implementation
in a reasonable manner with informed experts at the table.
