Ross,

In your "Draft Proposal and Request for Comments Concerning ICANN’s Role in 
Relation to Contracted Parties", you have proposed the establishment of an 
inter-ICANN adjudication body to deal with dispute resolution between bodies 
under contract with ICANN.  My first thought would be to propose enabling 
transfers as a default condition, and leaving it up to this adjudication unit 
to resolve the process implementation issues between the gaining and losing 
registrars.  

I am looking forward to your newest iteration of this draft.
