[nc-transfer] Registrants Panel

As registrants need to be represented on the Transfers Task Force, and as 
there has been some concern that no single person can provide such input, 
allow to propose a panel of representatives that we might invite to join this 
Task Force:

1.  Joop Teernstra,  Bootstrap of the Independant Domain Name Owners 
organization
2.  Harold Feld, Secretary, Assistant General Counsel, and Director, Domain 
Name Rights Coalition and Attorney with the Media Access Project
3.  Barbara Simons, At-Large candidate, and Executive Committee member of the 
Association for Computing Machinery
4.  Ellen Rony, author of the Domain Name Handbook
5.  Joanna Lane, editor of internetstakeholders.com, and former ICANN Board 
candidate
6.  Brett Fausett, editor of the ICANN Blog
7.  Professor Michael Froomkin, editor of ICANNWatch

The panel would have one vote on this Task Force.
