[nc-transfer] NC TF on Tranfers

The NC teleconference held on 11 October:

decided to set up a TF on Tranfers between Registrars:

    DECISION 3: Set up a Task Force, call for nominations within 5 days. 
    Temporary chair: Marilyn Cade
