Danny,
thank you for raising your desire to discuss a re-structuring proposal for
the DNSO.

Your objective is stated : "wherein the General Assembly will be on equal
footing with the Names Council".   Does not the GA today encompasses the
individuals of the NC?
There is a distinction between the GA and an e-mail list for GA discussion.

What you may be seeking is a voice for individuals. That issue is also the
issue of the At-Large and the relationship between the ALSC proposals and a
possible Individuals constituency is being addressed by the NC task force on
structure to which Dave Farrer is the GA rep.
