Roger, thanks your reply. The NC minutes of 10 April record:

"R. Cochetti said that in the proposal no sanctions are retroactive. They
are proposed for adoption for year 2001 and beyond."

This was in answer to my question at the time and my understanding was that
we were always talking about year 2001 fees.
