My concern on the last two bullets is simply:
1. The issue of to have or not to have  a recording secretary needs to be
discussed before we propose a budget. If the NC says it wants one then we
can offer to propose a budget - and could do so in 24 hours. But it seems
pre-emptive to propose a budget before the NC has had a chance to discuss
the issue.


2. The 31 March 2000 NC approved a budget including web services and the
duplication needs to be resolved before we allocate another figure.
