...if the court orders one in 9 days.... if the parties don't mutually agree
to an extension... and a court notice of default and an actual execution of
judgment are two entirely different things.

The same argument is made with the UDRP, comparing its 20 day response period
with that of US civil suits.  I have never seen a US civil suit that was
answered in 20 days, and I have never seen a judgment issued and executed on
the 21st day.
