Please give details about what you are thinking of saying "in the event of
a problem, etc.". What problems etc. can only be solved by having ALL of
the following data for a domain:

name
address
phone number
email

Please give also details of who should solve each of the categories of the
problems etc. that you enumerate, and should therefore have access to the
whois data. And what whois data do they need?
