If ICANN is behind the tests/plans with anycast, then it is suspicious
that neither ICANN nor the root-server operators told us about that, e.g.
when the plans were announced.

There is, however, no need for suspicion, just this once. For in fact it
is more a matter of the root-server operators not contacting ICANN. Or
IANA.
