  No that is not how I read what Joop was saying at all.  In fact, some,
if
not many, Stakeholders/users are in multiple categories at the same
time.

  Yes to a degree.  OR are not allowed due to some arcane rules such as
the
BC and the IP constituency's have to block membership as has been a
lengthy subject area on this GA forum in the recent past...

  Who's we?  Got a mouse in your pocket?  >;)  No, not "The way WE
incorporate
these stakeholders", but how THEY WISH to be incorporated or participate

is what is important!  >;)
