Stuart,

There are many portions of your reform proposal that seem to me to be at odds 
with U.S. policy as enumerated in the White Paper.  To cite just one example, 
the White Paper states: "the new Corporation should restrict official 
government representation on the Board of Directors without precluding 
governments and intergovernmental organizations from participating as 
Internet users or in a non-voting advisory capacity."  

Are you suggesting that ICANN should reorganize in a manner that defies 
current US policy?
