[ga] whois task force progress

I have just posted a revised draft of what may become a report from 
the WHOIS task force, see

Note that the findings and summary sections are guesstimates of what 
the task force may agree upon, and may still be subject to change.

Comments and corrections are, of course, highly welcome.

While I'm on it, I believe that a public "thank you" to Abel Wisman 
and Kristy McKee is overdue.  You're both doing a great job on this 
task force.  Thank you!
