Sorry, Rick, but until they release the information, it is fictional.

If the problem is technical in nature, then they need to address
TECHNICAL Solutions, not marketing solutions.

If the problem is the load on their servers, then this issue can be
addressed.  Several TECHNICAL solutions to this problem have been
proposed on the OpenSRS discuss list by resellers, for instance.

What needs to be justified is that the technical problem cannot easily
be solved by technical means, and that as a result, another solution
is required.

This sounds to me exactly like the time that Verisign's registry
started charging $199 for "expedited" service on modifications because
their system was having such horrible technical problems that
modifications were taking weeks to be processed.  Rather than solve
the problem, they sought to profit from the problem they created.

We should not permit them to get away with that.
