[ga] Governments only have rights to their countries's name?

This is ludicrous in my opinion, it presupposes that the governments
of those countries have some higher right to a domain name containing
their country name than they have or should have.

But it just goes to show that ICANN is bending over backwards to keep
on the good sides of the governments.
