Another relevant point related to this is that with all the noise
certain individuals within ICANN makes about adherence to RFCs is the fact
that in enacting sunrise provisions ICANN is in violation of RFC 1591.

Strangely, no one from the IAB or ICANN talks about this much. So it would
seem that it is ok to ICANN to adhere to certain standards and not others.
