I think the headline is a mischaracterisation.  The ccTLD move has received
support from the BC, ISPC, IPC, in a briefing they held today. I expect
supporting statements to be made in the public meeting. Everyone I've talked
to seems to agree that they are already doing so much work on the issues
which are different from gTLD issues -- in essence almost operating as an
SO.
