It won't. All it will do is permit you to prioritize which TLDs come
first, and then if there's no zone existing on that TLD server then it
moves on to the next one.

Stepping technology does not solve the issue of colliders, It merely
exacerbates the problem, especially with regards to email etc... Even if
it's something that people may implement in the future.

It's not too late to keep ICANN from loading colliders.
