Hello Russ,

My understanding was that ICANN was delegated the SPECIFIC task of
setting up an accreditation process that was subject to DoC approval,
and then selecting and accrediting testbed registrars, as well as
post-testbed registrars once that point was reached.

The mandate to split the registry was a result of DoC agreements with
NSI to which ICANN was a part of the talks, but certainly not the
party who can take responsibility for the creation of the shared
registration system or its coming into being.

Their role was relatively minor on that point.
