[ga] [Admin] Removal of posting rights

I have reviewed the message from Joe Baptista where he asks to be suspended 
from the list, and find that it contains the same offensive language for 
which Jeff Williams was suspended from the list on February 7.

His request to be suspended from the list is therefore granted.
His previous suspension was for 8 weeks; this one will therefore be for 16 
weeks, ending December 12, 2000.

At the same time, I note that Jeff Williams has repeated the accusations 
for which he was suspended on April 11 and May 27; his addition of 
"suspected" to his accusations is not enough to warrant him dragging this 
red herring into our discussions again.

His previous suspension was also for 8 weeks; this one will therefore also 
be for 16 weeks, and will end on December 12.

I don't think any of the gentlemen are surprised by this.
