Cute. This is government-speak for "I'm not ready to put my career on the 
line for this by creating a supporting policy statement." The intention is 
that if the IAHC bombs, NSF was neutral (without the stigma of failure), 
but if the IAHC succeeds NSF will take the credit. Otherwise known as 
hedging a bet.

Makes you wonder just how bad it really got for the USG to actually intervene.
