  It may be in order to protect the swedish people and a goodly number of
the EU citizens from the edicts of ICANN and the GAC.

 I think you mean "role" here WXW.  None the less it is a better method
to use the legislative rather then the executive branch in effecting policies.
However as we all know ICANN was created through executive order.
Hence I see this action potentially appropriate....
