Jon Postel can say anything.   Did Jon believe he had the authority? Maybe. 
Did the CORE registrars believe he had the authority to give them the
assurances he gave them?  Maybe. (Well, ok a definite yes from the ones I have
spoken with).  

And his answer is not inconsistent with anything I have said.  Part of his job
was the assign domain identifiers, the ccTLD identifiers.   This doesn't answer
the question at all, Chris.  

But like I said, it was interesting.
