The working paper released by the Commission (see: http://europa.eu.int/
comm/information_society/policy/internet/pdf/doteu_en.pdf) speaks about 
a ccTLD.

Also, about the status of the request for establishment of the 
"official" IS0-3166-1 code, the Maintenance Agency has already notified 
that they have no objection on the use of .eu as ccTLD, even if the code
 is still formally in the reserved list (AFAIK).
