The way to deal with that is to broadcast via those distribution points
that the voters' roll of the GA is being built and that all genuine <g>
human beings that care to use their rights to vote in the GA should contact
you, Roberto or another volunteer and register their name and an email
address to be used for ballotting.

Yes. The risk of a takeover (or destruction) by a very tiny minority is
demonstrably greater.

As long as all those individuals signed up individually, yes.  
You'd be lucky if 30% of them actually used their voting rights.
