Thank you for a thoughtful reply.  My emphasis is always on process because
the flip side is an approach that asserts the ends justifies the means.  I
don't believe that's an acceptable path.

If the GA doesn't tie down a fair, reasonable, appropriate and
non-cumbersome process in the beginning, every discussion will be anchored
in procedural questions , or any constructive results will be dogged by
claims of illegitimacy.

That is why I pursue process questions so vigorously.
The framework is always built before installing the walls.
