It seems so.  I believe the definition of the GA was changed "for voting
purposes only" so that people who are on the constituency lists could
participate in the nomination of ICANN board members. Those constituencies
already have power by virtue of their 3-member representation on the Names
Council, who actually elect the three ICANN board members.  This
duplication of power further diminished any meaningful role the GA might
have in the DNSO, IMHO.
