Andy and all,

  Nice find here Andy!  Thanks for pointing it out.  The title
was a bit misleading, "Tired of Waiting for the 'New Domains'?
Blame ICANN".  I would have used something a bit different,
such as "Self Regulation of the Internet by ICANN as success
or Failure?"

  Kudos to Milton Muler on this!  >;)
